With the recovery of more bodies, the death toll in riot-hit Muzaffarnagar and adjoining areas touched 47 while the curfew was eased in the city for the fourth consecutive day.
Zakir Ali Tyagi was charged under the Indian Penal Code's Section 420 (cheating) and Section 66 of the Information Technology Act (computer related offences).
Under the NSA, people can be detained without a charge for up to 12 months if the authorities are satisfied that the person is a threat to the national security or law and order.
The incident took place on Friday night when a family was travelling from Noida to Shahjahanpur by car.
